Rebecca Yarros’s FAQ gives the following answer about possible colors and tails:
Yes, you have the opportunity to bond with dragons of all colors and tail types.
This supports the possibility of those results. It does not establish equal probabilities, a deterministic answer route or a battery-percentage trick.
What the guide does not claim
The game’s internal choice and result algorithm is not described here. Reports of a four-hour wait remain distinct from the FAQ’s more general few-hours wording. Signet plans do not establish an exact release year or timezone for a countdown.
